Making an Offer in Surrey: Strategy by Property Type and Town Centre
Written by Rob Visnjak, Personal Real Estate Corporation | Oakwyn Realty Ltd. | Published November 3, 2026
Surrey isn't one market. A one-bedroom condo near King George station, a townhouse in Clayton and a detached house with a suite in Fleetwood each sit in very different conditions, even in the same month. In September 2026, some Surrey segments were firmly in buyer's market territory while others were close to the seller's side. If you're planning an offer, the right strategy depends on what you're buying and where. This guide breaks down the Fraser Valley Real Estate Board's September 2026 numbers by property type and by Surrey's main areas, then explains how to shape your price, subjects, deposit and dates to fit each one.
Surrey's market at a glance

How to read Surrey's numbers
The sales-to-active ratio
The ratio compares sales in a month to active listings. Below 12%, buyers usually have more choice and more room to negotiate. Between 12% and 20%, the market is balanced. Above 20%, sellers have the edge. In September 2026, most of North and Central Surrey sat below 12%, while Cloverdale's townhouse market was just over 20%.
Months of inventory
Dividing active listings by monthly sales gives a rough idea of how long it would take to sell everything on the market if no new listings came on. In North Surrey, it was about 15 months for detached homes and about 14.5 months for condos. In Cloverdale, it was under five months for townhouses.
Small numbers move a lot
Some Surrey segments have very few sales in a month. North Surrey had five townhouse sales in September 2026 and Cloverdale had nine condo sales. A single month can swing these ratios, so look at the trend over several months before reading too much into one number.
Medians and benchmarks are different
The benchmark price is the value of a typical home in an area, and it's the best guide to the trend. The median is the middle sale price in that month and depends on which homes happened to sell. Use both, but base your offer on sales of homes like the one you're buying.
Surrey's areas and town centres
The FVREB reports four Surrey areas. Here's how they broadly line up with Surrey's town centres and neighbourhoods. Boundaries in the MLS system don't always match how people describe neighbourhoods, so check the sub-area on any listing.
| FVREB area | Includes | Detached median | Townhouse median | Apartment median |
|---|---|---|---|---|
| North Surrey | Whalley and City Centre, Guildford, Fraser Heights, Bolivar Heights | $1,176,000 | $610,000 | $409,990 |
| Central Surrey | Fleetwood, Newton, Panorama Ridge, Sullivan | $1,246,500 | $710,000 | $462,000 |
| Cloverdale | Cloverdale, Clayton | $1,212,500 | $762,500 | $475,000 |
| South Surrey and White Rock | South Surrey, Grandview, Morgan Creek, White Rock | $1,628,000 | $800,000 | $510,500 |

North Surrey and City Centre: condo country
North Surrey had 711 active condo listings in September 2026 and 49 sales, a ratio of 6.9%. That's well into buyer's market territory. The apartment benchmark was $398,900, down 10.5% from a year earlier. Most of these condos are in towers and mid-rises around Surrey Central, King George and Gateway stations, and in Guildford.
Condo offers in North Surrey
- Price: With about 14.5 months of inventory, you have room to negotiate. Base your price on recent sales in the same building or very similar ones. Assignments and new completions can compete directly with resale units, so check both.
- Subjects: Keep full subjects, including financing, strata documents and inspection. Five to seven business days is reasonable.
- Strata review: Look at the contingency reserve fund, the depreciation report, any special levies, the insurance deductible, and the bylaws on rentals and pets. In a newer tower, check whether the building is still under the home warranty.
- Deposit: Around 5% is common, or about $20,000 at the benchmark.
Townhouses and detached in North Surrey
North Surrey's townhouse ratio was 3.7%, from just five sales, and detached was 6.6%, with about 15 months of inventory. Both suggest buyers can negotiate on price and keep their subjects. On older detached homes in Bolivar Heights or Guildford, budget time for a thorough inspection and a sewer scope. On larger homes in Fraser Heights, compare carefully, since lot size and updates vary.
What wins in North Surrey
In a market with this much choice, the winning offer is usually the one that's well supported by comparables and has clean, standard terms. You rarely need to give up protection. The risk to watch is overpaying for a unit in a building with big repairs ahead.

Central Surrey: Fleetwood and Newton
Central Surrey had the most detached listings of any Surrey area in September 2026, at 698 with 56 sales, a ratio of 8.0%. The detached benchmark was $1,304,100, down 9.0% from a year earlier, and the median was $1,246,500. Townhouses were at 10.6%, and condos at 5.5%.
Detached offers in Central Surrey
- Price: With about 12.5 months of inventory, there's usually room to negotiate, especially on homes that have been listed for a while.
- Suites: Many Central Surrey houses have one or more suites. Ask whether they're permitted by the City of Surrey, and check what your lender will count as rental income. My guide to secondary suite rules in Surrey explains what to ask.
- Subjects: Financing, inspection and title, with five to seven business days. Add an insurance subject if the house has an oil tank history or older wiring.
- Deposit: Around 5%, or about $65,000 at the benchmark.
Townhouses in Fleetwood and Newton
Central Surrey's townhouse ratio was 10.6%, with a benchmark of $749,600, down 3.9% from a year earlier. That's on the buyer's side but close to balanced. Well-run complexes near schools, transit and shopping can still attract more than one buyer. Read the strata documents before you write so you can keep your subject period short without skipping the review. The Surrey Langley SkyTrain extension, now under construction along Fraser Highway, may add interest in nearby Fleetwood complexes over time, but don't pay today for a benefit that's still years away.
What wins in Central Surrey
For detached homes, the offer that wins is usually one with a well-supported price and full subjects. For townhouses, preparation matters: being ready to remove subjects quickly can make the difference.
Cloverdale and Clayton: Surrey's tightest area
Cloverdale was the tightest Surrey area in September 2026. Its townhouse ratio was 20.3%, with 28 sales against 138 active listings and about 4.9 months of inventory. Detached was 15.9% and condos 15.0%, both balanced. The townhouse benchmark was $754,300 and the detached benchmark was $1,317,200.
Townhouse offers in Cloverdale and Clayton
- Price: On a well-priced townhouse, offers near asking are more common. Base your offer on recent sales in the same complex or nearby ones.
- Preparation: Get a full mortgage approval, read the strata documents and, if the seller allows, do a pre-offer inspection.
- Subjects: Shorter subjects, around three to five business days, can help. Don't go subject-free unless you've done the work beforehand.
- Dates: Ask the listing agent which completion and possession dates the seller wants.
- Deposit: About 5%, or roughly $38,000.
Detached in Cloverdale and Clayton
At 15.9%, detached homes in Cloverdale were balanced. Newer homes in Clayton often have suites and compete with each other, while older homes and acreages around Cloverdale vary more. For rural properties, add septic, well and zoning checks, and ask whether the land is in the Agricultural Land Reserve.
What wins in Cloverdale
In Cloverdale's townhouse market, the offer that wins is often the one that's ready: clean terms, short subjects, strong deposit and the seller's dates. Price still matters, but terms can tip the balance.

South Surrey and White Rock: price and condition
South Surrey and White Rock had 600 active detached listings and 60 sales in September 2026, a ratio of 10.0%. The detached benchmark was $1,612,500, down 7.4% from a year earlier, and the median was $1,628,000. Townhouses were balanced at 16.6%, with a benchmark of $797,100, down 11.2%. Condos were at 13.9%.
Detached offers in South Surrey
- Price: With about 10 months of inventory, buyers can negotiate, but homes here vary a lot by lot, view and condition. A comparable sale a few blocks away may not be a good guide.
- Down payment: At $1.5 million and above, you need at least 20% down, since mortgage insurance isn't available. Most South Surrey detached homes are above that line.
- Subjects: Financing, inspection, title and, on older homes, a sewer scope. On view properties, check covenants and easements on title.
- Deposit: Around 5%, or about $80,000 at the benchmark.
Townhouses and condos in South Surrey and White Rock
Townhouses in Grandview, Morgan Creek and along 24 Avenue are popular with downsizers and families alike. At 16.6%, the market was balanced, and the benchmark fell 11.2% from a year earlier, the largest townhouse drop of any Surrey area. Condos at 13.9% were also balanced. In White Rock, check whether a building restricts rentals or has age restrictions, and read the depreciation report carefully on older buildings.
What wins in South Surrey
In South Surrey, the winning offer is usually one that's priced carefully against truly comparable homes. Sellers may still have expectations based on earlier sales, so bring your comparables to the negotiation.
Strategy by property type and area
| Area | Detached | Townhouse | Condo |
|---|---|---|---|
| North Surrey | Negotiate; full subjects | Negotiate; full subjects | Negotiate; full strata review |
| Central Surrey | Negotiate; check suites | Near balanced; be prepared | Negotiate; full strata review |
| Cloverdale | Balanced; full subjects | Seller's edge; short, clean terms | Balanced; full subjects |
| South Surrey and White Rock | Negotiate; 20% down above $1.5M | Balanced; check strata | Balanced; check bylaws |

Building your offer, step by step
1. Get your financing in order
Get pre-approved before you shop, and ask your lender to review the property as soon as you have a specific home in mind. If you're buying a condo, some lenders have restrictions on certain buildings, so ask early.
2. Pull the comparables
Look at sales of similar homes in the same area over the last 90 days, plus what's currently listed. With prices down from a year earlier in every segment, older sales can mislead. My free comparative market analysis is a good starting point.
3. Choose your subjects
Most Surrey buyers in balanced or buyer's market conditions keep financing, inspection and, for strata homes, strata document subjects. My guide to subject clauses and subject removal explains each one.
4. Set your deposit
Around 5% is common. The deposit is due within 24 hours of acceptance under the standard contract, unless you agree otherwise, so have the funds ready.
5. Pick your dates
Completion, possession and adjustment dates matter to sellers. If you can match theirs, your offer gets stronger at no cost to you.
6. Plan for the rescission period
Under BC law, you have three business days after acceptance to rescind most residential purchases, for a fee of 0.25% of the price. It can't be waived. On a $758,600 townhouse, that's about $1,897. It's a safety net, not a strategy.
For the full process, see my step-by-step guide on how to make an offer on a house in BC.
A Surrey example: one budget, three areas
A couple with $800,000 to spend and 10% down is choosing between three options.
| Option | Area | Price | Market conditions | Likely approach |
|---|---|---|---|---|
| Two-bedroom condo | Surrey City Centre | $520,000 | Buyer's market, lots of choice | Offer below asking if comparables support it; full subjects |
| Three-bedroom townhouse | Clayton | $780,000 | Seller's edge | Offer near value; read strata documents first; short subjects |
| Three-bedroom townhouse | Newton | $720,000 | Near balanced | Negotiate modestly; full subjects |
Source: Rob Visnjak illustration. Not real listings.
The same couple might write three very different offers. In City Centre, they can take their time and negotiate. In Clayton, preparation and clean terms matter more. In Newton, they're somewhere in between.
Costs to factor into your offer price
Your offer price isn't your total cost. Before you decide how high to go, add up what you'll pay on top of the price.
| Cost | At the Surrey townhouse benchmark of $758,600 |
|---|---|
| Property transfer tax, no exemption | about $13,172 |
| Property transfer tax, first-time buyer with full exemption | about $5,172 |
| Legal fees and title insurance | about $1,500 to $2,500, a planning estimate |
| Home inspection | about $500 to $800, a planning estimate |
| Strata document fees | a few hundred dollars, a planning estimate |
| Property tax and strata fee adjustments | varies by completion date |
Source: BC property transfer tax, calculated by Rob Visnjak. Fees are planning estimates, not quotes.
If you're a first-time buyer, remember that the exemption shrinks between $835,000 and $860,000, so a higher offer in that range costs more than just the extra price. My guide to closing costs on a Surrey home has full breakdowns.
Neighbourhood guides for Surrey buyers
Before you write an offer, it helps to know the neighbourhood well. Schools, transit, commute times and future development all affect what a home is worth to you. These guides go deeper:
Common mistakes Surrey buyers make
- Treating Surrey as one market. Conditions in Cloverdale and North Surrey were very different in September 2026.
- Relying on old comparables in a market that has dropped from a year earlier.
- Skipping the suite check on a detached home whose price depends on rental income.
- Ignoring building issues in condos, such as low reserve funds or upcoming levies.
- Offering $1.5 million or more with less than 20% down.
- Waiving subjects in a buyer's market when there's no need to.
FAQ
Is Surrey a buyer's market right now? Much of it was in September 2026. North Surrey and Central Surrey had sales-to-active ratios below 12% for most property types. Cloverdale and parts of South Surrey were balanced, and Cloverdale townhouses had a seller's edge.
Where in Surrey is the market tightest? Cloverdale townhouses, at 20.3% in September 2026.
Can I offer below asking on a Surrey condo? Often, yes, especially in North Surrey, where there were about 14.5 months of inventory in September 2026. Base your offer on recent sales.
Should I check secondary suites before making an offer? Yes. Ask whether any suite is permitted, and check how your lender treats rental income.
Do I need a different strategy for presales? Yes. Presales have their own contracts, deposit structures and a seven-day rescission period. My guide to presale deposits in Surrey covers them.
How much should my deposit be? Around 5% is common in Surrey, though it's negotiable.
Conclusion
Making an offer in Surrey starts with knowing which market you're in. In North Surrey and much of Central Surrey, buyers had plenty of choice in September 2026 and could negotiate while keeping full subjects. In Cloverdale, especially for townhouses, preparation and clean terms count. In South Surrey and White Rock, careful pricing against truly comparable homes is the key. In every area, base your offer on recent sales, keep the subjects that protect you, and use your deposit and dates to make your offer stronger.
