Fleetwood: The SkyTrain Corridor Neighbourhood in Transition

Fleetwood, Surrey has been a mostly residential, car-oriented community for decades. That’s about to change. The Surrey Langley SkyTrain extension is being built along Fraser Highway through the middle of it, and the City has a plan to concentrate growth around the new stations. If you’re thinking about buying here, the questions that matter are where the stations are, what the City plans around them, what homes cost now, and what living near a construction corridor means in the meantime.

Fleetwood, Surrey at a glance

Fleetwood is one of the City of Surrey’s six communities, in the centre of the northern half of the city. Whalley is to the west, Newton and Cloverdale to the south, and Guildford to the east and north.

The takeaway: in 2021, more Fleetwood workers drove to work than the Surrey average, and fewer took transit. That’s the baseline SkyTrain is expected to change.

SkyTrain: where the stations are and when

The Province’s Surrey Langley SkyTrain project will extend the Expo Line 16 km along Fraser Highway from King George Station to 203 Street in Langley City, with eight new stations. Two are described by the project as Fleetwood stations:

Station Location (project description) Notes
Fleetwood Northeast corner of 160 Street and Fraser Highway, in Fleetwood Town Centre Near Fleetwood Community Centre
Bakerview-166 Street 166 Street and Fraser Highway, east Fleetwood Transit exchange; next to the Surrey Sports and Leisure Complex

Source: Province of B.C., Surrey Langley SkyTrain project (stations page and monthly status reports, 2026). Major construction started in November 2024; the anticipated in-service date is late 2029.

According to the Province, all eight stations were under construction by spring 2026, and above-ground station work was visible at Fleetwood. Construction along Fraser Highway will continue until the line opens, so expect lane closures, noise and detours near the corridor.

The Fleetwood Plan: what the City intends

The City began a comprehensive Fleetwood Plan in April 2019 to support the SkyTrain extension. The City’s Stage 1 summary describes:

  • growth focused along Fraser Highway and around the future stations;
  • a “high street” along 160 Street;
  • an employment district around the 166 Street station;
  • new parks and public spaces covering about 20% of the plan area;
  • connected pathways and cycle tracks.

The City lists the Fleetwood Town Centre Plan among its ongoing land-use plans. The land-use concept in the Stage 1 summary is labelled as a concept only. Check the City’s current plan map for any address you’re considering.

What this means for buyers:

  • Near the stations, expect change. Townhouses and apartments are likely to replace some older single-family lots over time.
  • A detached home near a station may be valued partly as land. That can help or hurt, depending on what the plan allows and when.
  • Farther from Fraser Highway, change will likely be slower. Small-scale multi-unit housing rules still apply; see what Bill 44 means in Surrey.

What homes cost in Fleetwood

FVREB doesn’t publish a Fleetwood-only price. Fleetwood falls within FVREB’s central Surrey reporting area. The figures below cover that whole area.

Central Surrey (FVREB area), September 2026 MLS® HPI benchmark Change vs Sep 2025 Median sale price Sales Active listings Sales-to-active
Detached $1,304,100 -9.0% $1,246,500 56 698 8.0%
Townhouse $749,600 -3.9% $710,000 47 442 10.6%

Sales-to-active ratios are calculated from FVREB figures. The benchmark describes a typical home, not any particular property, and isn’t a forecast.

How to read that:

  • Buyers had plenty of choice in September 2026. Sales-to-active ratios in central Surrey were 8.0% for detached homes and 10.6% for townhouses, lower than in Langley or Cloverdale.
  • Detached benchmarks fell 9.0% over the year, more than townhouses (-3.9%).
  • Planned transit isn’t a guaranteed price boost. Values near stations depend on what’s built, when, and the wider market.

Schools in Fleetwood (Surrey Schools, SD36)

Schools are run by the Surrey School District (SD36). Growth near the stations could affect enrolment and catchments over time.

  • I don’t rank schools. Online ratings aren’t from the school district.
  • Check the exact address with Surrey Schools (use its school locator) before you write an offer.

Fleetwood vs Willoughby

Both areas will have stations on the same SkyTrain line.

Conclusion

Fleetwood is in the middle of a big change. A SkyTrain line is being built through it, and the City plans more housing, a high street and new parks around the stations. Until late 2029, that means construction along Fraser Highway. After that, it means more transit options and a denser area near the stations. Before you buy, check where the address sits on the plan, how close it is to the construction, and recent solds for that home type.
