When to Buy in Surrey: Timing Your Purchase Around Local Inventory

Looking for the best time to buy a house in Surrey? Fraser Valley Real Estate Board (FVREB) data says it depends more on where you buy than when. In September 2026, North Surrey sold 82 homes from 1,267 listings, or 6.5%. Cloverdale sold 69 from 399, or 17.3%. January 2026 was the quietest month overall. Readiness comes first.

The best time to buy a house in Surrey depends on the area

FVREB doesn’t publish one number for all of Surrey. It splits the city into four areas:

  • Surrey – Central
  • Surrey – Cloverdale
  • Surrey – North
  • White Rock / South Surrey, which includes the City of White Rock

The four areas don’t behave alike. Over the last 12 months, Cloverdale’s sales-to-active ratio ranged from 11.2% to 22.5%. North Surrey’s stayed between 6.5% and 14.7%. That ratio is the share of listed homes that sell in a month. BCREA treats 12% to 20% as balanced in the Lower Mainland. Below 12% leans toward buyers.

Area (September 2026) Sales Active listings Sales-to-active 12-month range MLS® HPI composite benchmark Change vs Sep 2025

Surrey – North 82 1,267 6.5% 6.5% to 14.7% $639,100 -8.8%
White Rock / South Surrey 150 1,193 12.6% 9.5% to 13.7% $990,300 -7.3%

Source: Fraser Valley Real Estate Board, monthly MLS® Summary packages, October 2024 to September 2026. Surrey – Central, Surrey – Cloverdale, Surrey – North and White Rock / South Surrey are combined (detached, townhouse and apartment). White Rock / South Surrey includes the City of White Rock. Ratios are calculated from FVREB figures. Competition labels are ours: Lower is under 10%, Moderate is 10% to 12%, Higher is 12% or more. These are past results, not predictions.

What repeats from year to year:

  • Listings dry up in December. New listings fell to 616 in December 2024 and 562 in December 2025. Sales didn’t fall as far, so December had the highest ratio in each 12-month stretch.
  • January resets the market. New listings jumped to 1,734 in January 2025 and 1,401 in January 2026. Sales stayed low.
  • June was the peak for both sales and active listings in both years. In 2025 that was 564 sales and 5,003 listings. In 2026 it was 544 sales and 4,489 listings.
  • Late summer goes quiet. August had the lowest ratio of 2025 (8.7%), and August and September 2026 were also under 10%. September also brings more new listings than August.

Even the busiest months stayed close to 12%. Over the last 12 months, the combined ratio was under 12% in 9 months. Season shifts the odds a little. In 2026 it hasn’t changed who holds the advantage much.

Rate announcements can matter more than the month

On September 2, 2026, the Bank of Canada held its policy rate at 2.25%. Its statement said upside risks to inflation had grown. It also said new U.S. tariffs made growth harder to predict.

These are the Bank’s remaining scheduled announcements:

  • 2026: October 28 and December 9
  • 2027: January 27, March 3, April 28, June 2, July 21, September 8, October 27 and December 8

I can’t tell you which way the Bank will go, and nobody else can either. What you can control is your pre-approval: get one, and know when your rate hold ends. Here’s how pre-approval works in Surrey.

Money first, calendar second

  • Minimum down payment (federal rules): 5% on the first $500,000. Then 10% on the part between $500,000 and $1.5 million. At $1.5 million and up, it’s 20%. Under 20% down, you’ll typically need mortgage loan insurance.
  • Property transfer tax (B.C.): 1% on the first $200,000, 2% up to $2 million, and 3% above that. There’s a further 2% on residential value over $3 million. See property transfer tax in Surrey.
  • First-time buyers: if you qualify, there’s no property transfer tax on the first $500,000. For the full exemption, the home’s fair market value must be $835,000 or less. A partial exemption runs up to $860,000. Residency and principal-residence rules apply.
  • Assessment timing: BC Assessment values reflect July 1 of the previous year. Notices go out around December 31. Don’t treat a January assessment as today’s price.

Surrey’s September 2026 benchmarks put these thresholds in context. The townhouse benchmark of $758,600 sits under the $835,000 exemption limit. The apartment benchmark of $447,600 sits under $500,000, the level where the minimum down payment is a flat 5%. Those are typical values; any one home can be above or below them. When to Buy in Surrey: Timing Your Purchase Around Local Inventory

Source: Fraser Valley Real Estate Board, September 2026 MLS® Summary. FVREB’s “City of Surrey – Combined” benchmark covers North Surrey, Central Surrey, Cloverdale and South Surrey and excludes White Rock. Ratios are calculated from FVREB figures for the four areas in the month-by-month table, October 2025 to September 2026.

  • Detached: the ratio never reached 12% in the last year. January 2026 was the low, at 5.6%.
  • Townhouses: this was the most contested type. The ratio hit 19.1% in December 2025. Read buying a townhouse in Surrey and townhouse vs detached in Surrey.
  • Condos: this type had the biggest price drop year over year (-10.0%). September 2026 had its lowest ratio of the year, at 8.6%. Check strata fees in Surrey before you compare prices.

Three timing myths, checked against Surrey numbers

“Wait for spring for the best selection.” Selection kept growing well past spring. Active listings peaked in June in both 2025 and 2026, and October 2025 still had 4,580. Spring isn’t the only time to find choice.

“Prices always dip in winter.” Prices didn’t wait for winter. Every Surrey-area benchmark ended September 2026 lower than a year before. The drops ran from 5.8% in Cloverdale to 8.8% in North Surrey. A one-time price bump in one area, such as South Surrey / White Rock’s March-to-April 2026 rise, isn’t a pattern.

“Surrey is one market.” In September 2026, Cloverdale’s ratio was nearly three times North Surrey’s. Treat each area on its own.

What this means for Surrey buyers

  • Look at your area’s numbers first, then the month. In 2026, Cloverdale ran tighter than the other three areas.
  • Neighbourhood data is limited. FVREB’s public release doesn’t separate Fleetwood, Guildford, Newton, City Centre or Fraser Heights. Ask for recent sold data for your exact pocket and home type. Start with my guides to South Surrey, Cloverdale and Fleetwood.
  • Transit is coming along Fraser Highway. The Surrey Langley SkyTrain will run 16 km from King George Station. Planned stations include Green Timbers, 152 Street, Fleetwood, Bakerview-166 Street, Hillcrest-184 Street and Clayton. Service is expected in late 2029, according to the Province. Conclusion

Surrey’s calendar has a few dependable habits. December is thin on listings, January brings a wave of them, June is the busiest month, and late summer slows down. The bigger gaps are between areas. Cloverdale and North Surrey can feel like different markets in the same month. Your budget, your area and your property type matter more than the date.
