What You Can Build on a Langley Lot Under SSMUH Rules

On an eligible Langley lot you can keep a single-family house or add a secondary suite, garden suite, carriage home, duplex, triplex, or fourplex without a rezoning. The unit count is 3 on a parcel of 280 m² (3,014 sq. ft.) or smaller and 4 on a larger eligible parcel. Only the City of Langley currently adds a sixth unit within 400 metres of a frequent bus stop.

Langley is two municipalities. The Township of Langley adopted Zoning Amendment Bylaw No. 6020 on November 18, 2024. The City of Langley replaced its code with Zoning Bylaw 2025, No. 3300 on March 9, 2026. Both sit on the same provincial floor from Bill 44, the Housing Statutes (Residential Development) Amendment Act, 2023. The envelopes, parking, and development-permit rules are not the same.

According to the Province of British Columbia, SSMUH forms typically offer more family-oriented units than apartment towers and more affordable options than a new single-family house. The Province’s preliminary estimate was more than 130,000 new small-scale units over 10 years. Local Strong Towns Langley analysis put about 14,000 Township lots in the eligible pool.

You do not have to build the extra homes. Confirm the address on the municipal map before you price density into an Langley home search or an offer.

The provincial floor that sits on every eligible Langley lot

Bill 44 is a zoning minimum, not a building permit. On a restricted residential lot inside an urban containment boundary, in a municipality over 5,000 people, the Local Government Act requires the bylaw to permit:

•       3 units on a parcel of 280 m² or smaller.

•       4 units on a parcel larger than 280 m² and up to 4,050 m² (about one acre).

•       6 units on a parcel larger than 280 m² that sits wholly or partly within 400 metres of a prescribed frequent bus stop.

A prescribed stop is defined in B.C. Reg. 262/2023. At least one route must average a bus every 15 minutes from 7 a.m. to 7 p.m. Monday to Friday, and from 10 a.m. to 6 p.m. Saturday and Sunday. A busy-looking stop that misses that clock does not count.

Bill 25, which received Royal Assent on November 27, 2025, expanded the definition of a restricted zone and set a second bylaw deadline of June 30, 2026. It did not change the 3, 4, or 6 unit floors or the 280 m² line.

City of Langley versus Township of Langley

Call the wrong hall and you will get the wrong answer. Walnut Grove, Willoughby, Brookswood, Fort Langley, and Aldergrove sit in the Township. The compact grid around Douglas Park, Nicomekl, and downtown sits in the City.

City of Langley: R1 Plex Home, carriage home, and a sixth unit near frequent bus

The City’s R1 Suburban Residential zone is the SSMUH workhorse. It replaced the old RS1, RS2, and RM1 pattern. Permitted residential uses include a single detached dwelling, a Plex Home (except on R1 lots inside a Transit-Oriented Area), a secondary suite, a garden suite, and a carriage home.

The R1 density table is blunt. The maximum is 4 dwelling units per lot. Inside 400 metres of a frequent transit bus stop the maximum is 6. Inside a designated Transit-Oriented Area the R1 table drops to 1 principal dwelling plus 1 secondary suite, garden suite, or carriage home, because those parcels are written for mid-rise and high-rise under Bill 47.

The City R1 envelope is tighter than the provincial site-standards sketch but larger than the old house zone. Minimum lot size is 557 m². Minimum frontage is 16 metres. Maximum lot coverage is 36%. Front and rear setbacks dropped to 6 metres from 7.5 metres. Principal height is 9.0 metres, or 9.8 metres if the roof pitch is 4-in-12 or steeper on a three-storey building. A carriage home tops out at 6.8 metres. A garden suite tops out at 4.6 metres.

The third storey cannot be a full box. The bylaw caps that floorplate at the greater of 50 m² per unit on that storey, or 80% of the ground-floor area with a 1.2-metre stepback.

City Transit-Oriented Areas sit within 800 metres of the planned Willowbrook and Langley City Centre SkyTrain stations and within 400 metres of the Langley Centre bus exchange. Those rings set minimum heights of 8 to 20 storeys by distance. They are not a sixplex bonus.

Township of Langley: Houseplex on about 14,000 eligible lots

The Township was the last municipality in Metro Vancouver to adopt SSMUH. Bylaw No. 6020 created a Houseplex use: one building with three or more dwelling units that share a common access to the street, with at least two principal units. SSMUH as a use also covers a house, a duplex, a triplex, a fourplex, and a detached backyard dwelling on an eligible lot.

Eligible Township lots must sit inside the Urban Containment Boundary, connect to both municipal water and sewer, avoid a heritage designation by bylaw, stay outside a Transit-Oriented Area, stay at or under 4,050 m², and sit in a zone whose minimum lot size is not larger than 4,050 m². Fail any gate and the fallback is one home plus one secondary suite or one accessory dwelling unit, depending on the zone.

On an eligible Township lot the count is 3 units at or under 280 m² and 4 units between 280 m² and 4,050 m². Township staff stated in 2024 that no location in the municipality met the provincial frequent-bus test. That is why a Willoughby or Walnut Grove lot does not pick up a sixth unit just because a bus runs down the street.

Parking is one space per unit and at least two spaces per lot. On April 27, 2026, Council adopted Schedule 4 of the Official Community Plan, the SSMUH Development Permit Area. Staff can issue most of those permits. Three of nine councillors can still pull a file to the table.

A single-family house with no other units is exempt from that development permit. So is work that does not add units. Additions and detached buildings under 50 m² can be exempt if they meet the guideline tests, including a rear-yard location.

The Township’s one designated Transit-Oriented Area is the 800-metre radius around the planned Surrey-Langley SkyTrain station on 196 Street in Willowbrook, set by provincial Order-in-Council on May 2, 2025. Minimum heights there run 8, 12, or 20 storeys by distance. That land is out of the SSMUH table on purpose.

Building forms that actually fit a Langley lot

Unit count is the ceiling. Form is the floor plan. These are the combinations Langley bylaws now treat as legal uses on an eligible lot.

Form

Typical unit mix

Where it fits

House only

1 principal dwelling

Legal in both municipalities. No SSMUH permit in the Township if no extra units.

House + suite

1 + 1 secondary suite

The lowest-cost add. Building Code allows one suite per principal unit.

House + garden suite or carriage home

1 + 1 ADU

Garden suite is ground-oriented. Carriage home sits over a garage.

House + suite + ADU

3 units

The small-lot answer at or under 280 m².

Duplex, with or without suites

2 to 4 units

Township now allows a suite in a duplex and in a semi-detached that straddles two lots.

Triplex / three-unit Houseplex or Plex Home

3 principal units

Keep the old house and add a detached pair, or rebuild as one building.

Fourplex / four-unit Houseplex or Plex Home

4 units

The standard max on a Township lot and on a City R1 lot off the frequent-bus map.

Six-unit Plex Home

6 units

City of Langley only, and only within 400 m of a qualifying frequent stop.

A Fort Langley example shows the mix-and-match path. In May 2025, Township Council approved an arterial-driveway variance so the George Towle heritage house could stay on the lot while a new triplex was planned beside it, for four units in total. That is SSMUH as an addition, not a teardown.

Brookswood-Fernridge already carries SSMUH 1, SSMUH 2, and SSMUH 3 land-use designations in the community plan, with minimum lot sizes that run from about 465 m² in SSMUH 3 up to about 0.9 acre in SSMUH 1. Willoughby’s growing grid is the other large eligible pool. Rural Township land outside the Urban Containment Boundary, or on septic, stays on the one-plus-suite-or-ADU track.

What still blocks a project even when zoning says yes

Zoning permission is the first gate, not the last. These constraints still stop or shrink a Langley multiplex.

•       Building permit and the BC Building Code, including fire separations and, where the Code requires it, sprinklers.

•       Municipal water and sewer capacity. The Township will not treat a lot as SSMUH-eligible until both services are connected. Upgrades follow the Subdivision and Development Servicing Bylaw.

•       Development cost charges, school site charges, and frontage works.

•       A Township development permit for form and character on most projects that add units.

•       A heritage designation by bylaw, which removes Township eligibility. Heritage character without a designation is a different test.

•       Building schemes, statutory building schemes, and some covenants registered on title.

•       Strata bylaws if the existing building is already stratified.

•       Lot width, driveway geometry, and the parking table. A four-unit Township project needs at least four stalls.

•       Agricultural Land Reserve parcels, which sit outside SSMUH.

A lender still stress-tests the mortgage. Extra units only help if the income is documented. See how to finance a purchase and the current home buying process before you treat four doors as four qualifying rents.

How first-time buyers should read a Langley listing

Listings now market “fourplex potential” the way they once marketed “suite potential.” Treat that line as a hypothesis.

•       Name the municipality. City and Township answers diverge on the sixth unit, parking, height, and the development permit.

•       Pull the lot area in square metres. The 280 m² line is the only provincial split between 3 and 4 units.

•       Confirm water and sewer connections, not just that mains exist on the street.

•       In the City, measure 400 metres to a stop that actually meets the 15-minute weekday and weekend test before you count six units.

•       In the Township, assume a four-unit cap on an eligible urban lot and budget one stall per door.

•       Ask whether the lot sits in the Willowbrook or City Centre SkyTrain TOA. That is a mid-rise file, not a houseplex file.

•       Read title for building schemes and covenants before you write the density into the price.

•       If you need the rent to qualify, get a lender letter that states how suite income will be treated.

If you are comparing Langley against a Surrey lot, start with a buyer consult rather than a spreadsheet that assumes every Fraser Valley lot now holds six doors. Surrey has a frequent-bus six-unit map. The Township does not.

FAQ

How many units can I build on a typical Langley lot?

On an eligible Township of Langley lot the zoning floor is 3 units on a parcel of 280 m² or smaller and 4 units on a larger eligible parcel up to 4,050 m². The Township has no six-unit frequent-bus tier. In the City of Langley the R1 zone allows 4 units on a typical lot and 6 units within 400 metres of a frequent bus stop.

Can I still build a single-family house in Langley?

Yes. Both municipalities still allow a single detached house. Bill 44 and the local SSMUH bylaws raise the number of units zoning must permit. They do not force you to build extra homes. A Township single-family house with no other units is also exempt from the new SSMUH development permit.

Does the Township of Langley allow a sixplex?

Not under the SSMUH table. Township staff confirmed there is no prescribed frequent-bus stop that triggers the provincial 6-unit minimum on ordinary residential lots. Land inside the Willowbrook SkyTrain Transit-Oriented Area is planned for 8 to 20 storeys instead of a sixplex.

Do I need a development permit for a fourplex in the Township?

Usually yes. Township Council adopted SSMUH form and character guidelines as Schedule 4 of the Official Community Plan on April 27, 2026. Staff issue most of those permits. A single-family house with no extra units is exempt. Additions and detached buildings under 50 m² can also be exempt if they meet the listed conditions.

Can a duplex in Langley Township have a secondary suite?

Yes. The Township now permits a secondary suite in a duplex and in a semi-detached dwelling that straddles two lots. The BC Building Code still allows only one suite per principal dwelling unit. You need a building permit, the required parking, and strata consent if the building is stratified.

Will extra units help me qualify to buy in Langley?

Only if the units are legal and a lender will count the rent after the mortgage stress test. Zoning permission is not a rental contract and it is not an appraisal. First-time buyers should confirm the unit count, parking, and servicing with the municipality before they write an offer.
