What Is the GST Rebate?

The First-Time Home Buyers’ GST/HST Rebate is a federal program administered by the Canada Revenue Agency (CRA). It provides a full or partial rebate of GST, or the federal portion of HST, on an eligible newly constructed or substantially renovated home intended to be the buyer’s primary residence.

The program works alongside the existing GST/HST New Housing Rebate. Together, the two rebates can eliminate the federal GST for eligible first-time buyers on qualifying homes priced at or below $1 million. The maximum benefit is $50,000.

How Much Is It Worth?

The value depends mainly on the home’s price. Homes priced at or below $1 million can qualify for a rebate of up to 100% of the GST, while the benefit is gradually reduced for homes priced above $1 million and below $1.5 million. There is no first-time buyer GST rebate at $1.5 million or more.

Who Is Eligible?

To qualify, buyers generally must meet every major condition below. Missing one requirement can make the rebate unavailable.

·         Be at least 18 years old.

·         Be a Canadian citizen or permanent resident.

·         Qualify as a first-time home buyer under the four-year lookback rule.

·         Purchase or build a new or substantially renovated home.

·         Use the home as your primary place of residence.

·         Be the first person to occupy the home after construction or substantial renovation is substantially complete.

·         Meet the agreement, construction, completion, and ownership deadlines.

For the first-time buyer test, you generally must not have lived in a home that you or your spouse or common-law partner owned or jointly owned as a primary residence during the calendar year of the relevant time or the previous four calendar years. This means a person who previously owned a home may still qualify after the required waiting period.

Which New Homes Qualify?

Eligible properties can include newly constructed or substantially renovated single-unit homes and residential condominium units. In BC, this may include a new detached home, a newly built townhome, or a new condo purchased directly from a builder.

·         The agreement of purchase and sale must generally be with a builder.

·         The home must be newly built or substantially renovated.

·         The buyer must intend to occupy it as a primary residence.

·         The buyer must generally be the first occupant after completion.

·         The home must meet the program’s construction and completion deadlines.

A resale condo or resale townhouse that has already been occupied will generally not qualify for this specific new-build rebate. A home purchased only as a rental or investment property also does not satisfy the primary-residence requirement.

Important Dates and Deadlines

The program applies to qualifying agreements entered into on or after March 20, 2025, and before 2031. Construction or substantial renovation must begin before 2031, and the home generally must be substantially completed, transferred, and occupied within the applicable deadline framework.

Applications are generally due within two years after ownership transfer or substantial completion, depending on the type of claim. Because deadlines can differ by circumstance, keep your purchase agreement, statement of adjustments, tax documents, and occupancy records together and verify the deadline with the CRA.

How to Claim the Rebate

Some builders may credit the rebate at closing, while other buyers must pay the GST and apply directly to the CRA. Your contract should clearly explain whether the builder is assigning or crediting the rebate and what happens if the CRA later determines that you are not eligible.

1.       Confirm eligibility before signing and ask the builder for the expected GST amount and rebate treatment.

2.       Keep the purchase agreement, closing statement, proof of payment, and occupancy documents.

3.       Complete the applicable CRA rebate application and provide supporting information.

4.       Submit the application within the required deadline.

5.       Keep copies of everything and respond promptly if the CRA requests more information.

Do not assume that a builder’s marketing price already reflects the rebate. Ask whether the advertised price includes GST, the rebate, assignment of the rebate, or any builder incentive. These details can change the amount you must bring to closing.

BC Buyer Example

Suppose an eligible first-time buyer signs a purchase agreement for a new Langley condo priced at $700,000. At 5% GST, the federal tax would be $35,000. If all program conditions are met, the buyer could potentially recover up to that full GST amount, subject to the CRA’s determination and the transaction’s documentation.

For a qualifying $1.25 million new home, the maximum benefit is phased down. Using the federal government’s example, a 50% rebate could mean a benefit of up to $25,000. At $1.5 million or above, the first-time buyer GST rebate is unavailable.
