Coach Houses in Surrey: Lot Requirements, Costs, and Rental Potential
A Surrey coach house is a self-contained accessory dwelling above or attached to a detached garage. The living floor is 35 to 75 square metres in every SSMUH residential zone, and it can reach 120 square metres on some larger-lot zones when the main house has unused floor area.
It is not a Vancouver laneway-house program with one citywide size chart. Surrey folded coach houses and garden suites into Zoning Bylaw 12000 when it implemented small-scale multi-unit housing (SSMUH) on more than 72,000 lots inside the urban containment boundary.
According to the City of Surrey, a coach house "is located above or attached to a detached garage," and "coach houses must be attached to a garage." A listing that says laneway-ready is a marketing line until zone, lane, parking, setbacks, and servicing all line up.
Confirm the address on COSMOS before you price a backyard unit into a Surrey home search or an offer. The same lot can support a coach house, only a garden suite, or neither.
Coach house, garden suite, and laneway home are not the same form
Buyers use laneway home as the catch-all. Surrey's code splits the backyard into two legal forms. Mixing the labels is how an application dies at intake.
• Coach house: a dwelling unit accessory to a house, duplex, semi-detached home, or houseplex, located above or attached to a detached garage.
• Garden suite: an accessory residential building that sits on its own in the backyard, separate from the principal dwelling.
• Laneway home: the Vancouver term. Surrey uses it in public pages as a nickname. The permit is still a coach house or a garden suite.
A coach house needs a garage. A garden suite does not. If the lot has no lane and you are in R3, R4, R5, R5-S, or R6, the City's own page tells you to look at a garden suite instead of forcing a coach house onto a front driveway.
Both forms need a permanent foundation and a building permit. Prefabricated units are allowed when they meet CSA A277 or CSA Z240 MH and the same zoning envelope.

Lot requirements that decide whether you can build
The zone letter on title is the first filter. Lot width, depth, a rear lane, leftover floor area, and remaining lot coverage do the rest. A 7,000 sq. ft. Fleetwood lot and a 4,000 sq. ft. Whalley lot do not get the same answer.
Zone and how many units the lot can hold
Surrey maps former RF and RF-SS lots into R3 Urban Residential on most of the city grid. Lot size then sets the SSMUH cap.

About 13,000 lots, roughly 18 percent of Surrey's SSMUH inventory, sit inside a Frequent Bus Stop Area. Those lots can go to six units and drop the off-street parking minimum when they meet the size test in Schedule F.
A house plus a legal secondary suite plus a coach house is a three-unit combination that fits many R3 lots. A houseplex on an interior R3 lot with no lane is a different product and often cannot carry suites. Count the units before you stack forms.
Size, floor area ratio, and lot coverage
The living floor of a coach house or garden suite must be at least 35 m2 (377 sq. ft.) and at most 75 m2 (807 sq. ft.). That living floor sits outside the main building's floor area ratio. The garage or carport under a coach house is counted in FAR.
If the house or duplex is under its FAR cap, the City's coach-house page lets the backyard unit grow to 120 m2 (1,292 sq. ft.) on lots zoned RA, R2, R2-O, and R3. Read the zone table in Bylaw 12000 for that lot. Do not assume the 120 m2 bump exists on R4, R5, R5-S, or R6.
Lot coverage is a hard ceiling. A 75 m2 pad plus decks, a garage, and a wide driveway can fail coverage even when the floor-area math looks clean. Pull the zone coverage number on COSMOS before you sketch the footprint.
Lane access and parking
Coach houses on R3, R4, R5, R5-S, and R6 lots need lane access. RA, R1, R2, and R2-O lots may place the coach house off the main driveway if setbacks, the 5.0 m separation to the house, and driveway width still work.
Outside a Frequent Bus Stop Area, the unit needs one extra off-street parking space on top of the spaces required for the house, duplex, and any suite. Street parking does not count. Inside Schedule F, small-scale housing has no off-street parking minimum when the lot meets the prescribed size.

Height, setbacks, and separation
A coach house or garden suite is capped at two storeys including a basement. With a sloped roof the wall height is 7.0 m and the roof peak is 8.3 m. Where any roof slope is flatter than 1:4, the cap drops to 6.5 m. Floodplain lots follow a separate height table in Part 8.
Setbacks change by zone. A common pattern is 1.2 m to 1.8 m at the rear and side, a reduced rear setback when the unit sits over a garage on a lane, and a 5.0 m gap to the principal building. Stairs and covered outdoor space can close that gap to 3.0 m in several zones.
Major-road lots can lose extra depth to future widening. Email the City's transportation desk before you lock a rear-yard plan on King George, Fraser Highway, 152 Street, or 160 Street.
What a Surrey coach house actually costs
Budget the build as a small house, not as a deluxe garage renovation. A finished 35 to 75 m2 unit typically lands between $250,000 and $450,000 all-in when you include design, permits, servicing, and a builder's margin. A 120 m2 unit on leftover FAR sits higher.
Those ranges move with three site facts: whether a legal detached garage already exists, whether sanitary and water laterals can tap the house services, and whether trees or a statutory building scheme force a redesign.

Amenity cost charges are payable at building-permit issuance for a coach house or garden suite. Newton lots pay the city-wide general ACC plus the Newton Community Centre overlay. Do not copy a Cloverdale fee sheet onto a Newton address.
Development cost charges can still apply to new floor area. Surrey's 2026 DCC bylaw prices coach-house and garden-suite area on a per-square-foot schedule that is lower than extra principal units. Confirm the current rate at the Engineering counter before you lock a pro forma.
A $2,500 damage deposit and a complete digital drawing set are the two items that stall first-time applicants. The City wants a site plan with FAR, coverage, height, parking, grades, and tree locations, plus a one-hour fire and sound separation detail between the garage and the dwelling.
If you are financing the build against the house, lenders treat projected coach-house rent more tightly than they treat a legal basement suite already on title. Get the permit path in writing before you count the rent in a stress-test worksheet.
Rental potential in Surrey neighbourhoods
A legal 1-bedroom coach house in Surrey typically rents in the $1,700 to $2,000 range. A 2-bedroom unit with a private entry and parking more often lists between $2,000 and $2,200. South Surrey and lots near SkyTrain ask more. Cloverdale and parts of Newton sit lower.
Canada Mortgage and Housing Corporation's October 2025 Rental Market Survey, the last official citywide snapshot, put Surrey purpose-built averages at $1,602 for a one-bedroom and $1,872 for a two-bedroom. Vacancy was 4.3 percent citywide, 2.5 percent in Guildford, and 5.7 percent in South Surrey.
CMHC averages include long-tenure tenants under the provincial rent-increase cap. A new backyard unit will not lease at the survey average. Use asking rents for the first lease, then model a 4 percent vacancy allowance.

Run the payback on net rent, not on the listing price. A $350,000 build that nets $20,000 after the $893 suite fee, extra insurance, higher assessed value, utilities you still cover, and a vacant month is a 17-year simple payback. That math works as mortgage help. It is not a cash-flow machine.
Short-term rental is a separate City and provincial file. A coach house used as a long-term tenancy falls under the B.C. Residential Tenancy Act. Report the income. BC Assessment will revalue the lot after the unit is complete, which lifts property tax in the following roll year.
First-time buyers who need the rent to qualify should treat the coach house as a second dwelling with its own vacancy risk, not as free money. Walk the numbers in a consult before you write an offer that only works if the unit stays full from month one.

How to check a Surrey lot before you write an offer
Do this sequence on every listing that advertises a coach house, laneway pad, or garden-suite potential. Skip a step and you are guessing.
• Open COSMOS. Confirm today's zone, Frequent Bus Stop Area overlay, floodplain, and any Development Permit Area.
• Read the zone table in Zoning Bylaw 12000 for size, coverage, setbacks, and whether a coach house is listed as not permitted on an interior lot with no lane.
• Pull a title search. Section 219 covenants, statutory building schemes, and rights-of-way beat Bill 44.
• Count existing dwellings. An unpermitted suite or backyard building does not become legal because SSMUH passed. The City says so in plain language.
• Walk the lane. A paper lane that is not built, or a lane too narrow for a garage door and a parking stall, is not lane access in practice.
• Call Engineering on sewer, storm, and water connections, and BC Hydro on service capacity, before you treat the lot as shovel-ready.
A seller who already holds a building permit is in a different category from a seller who circled a backyard on a flyer. Price the house as a house. Price the permit as a permit. That split is how you buy in Surrey without paying laneway premiums for a garden that cannot take a building.
If the plan is to live in the house and rent the coach house, line the purchase up with the home buying process and a lender who will state, in writing, how much of the projected rent they will use. First-time buyers lose months when the appraisal and the zoning letter tell two different stories.
When a garden suite is the better Surrey play
Choose a garden suite when the lot has no usable lane, when you do not want to rebuild a garage, or when a single-storey unit better fits an aging parent or a tenant who wants ground-level entry. The size band is the same 35 to 75 m2, with the same 120 m2 path on the larger-lot zones.
Choose a coach house when a lane already exists, when you need the parking enclosed, and when a two-storey form is the only way to keep yard space. The one-hour fire and sound separation over the garage is not optional. Budget it.
Langley uses different words and a different height table. Do not copy a Township coach-house sketch onto a Surrey R3 lot. If you are comparing both cities, start with the Langley page and treat each hall as its own code.
FAQ
Can I build a laneway home in Surrey if my lot has no lane?
A coach house on an R3, R4, R5, R5-S, or R6 lot needs lane access. Without a lane, look at a garden suite. Larger RA, R1, R2, and R2-O lots may place a coach house off the main driveway if setbacks, separation, and driveway width still work.
How big can a coach house be in Surrey?
The living floor must be at least 35 m2 and at most 75 m2, excluding the garage or carport. On RA, R2, R2-O, and R3 lots, unused floor area from the main house or duplex can raise that cap to 120 m2. Confirm the zone on COSMOS before you design to the larger number.
How much does a Surrey coach house cost to build?
A finished 35-75 m2 unit typically lands in the $250,000 to $450,000 range all-in. Add amenity cost charges of $7,423.86 per unit city-wide, $8,912.58 in Newton, a $2,500 damage deposit on most jobs, and the $893 annual suite service fee after registration.
What rent can a Surrey coach house earn?
CMHC's October 2025 survey put Surrey purpose-built averages at $1,602 for a one-bedroom and $1,872 for a two-bedroom. New backyard units usually list closer to $1,700 to $2,200 a month. Guildford has been tighter than South Surrey.
Do I need extra parking for a coach house in Surrey?
Yes on most lots: one extra off-street space on top of the spaces required for the house, duplex, and any secondary suite. Eligible lots inside a Frequent Bus Stop Area under Schedule F do not need off-street parking for small-scale housing.
Will an old unpermitted coach house count as legal after Bill 44?
No. Provincial SSMUH rules do not legalize a coach house or suite built without the required building permits. Covenants under section 219 of the Land Title Act still bind the lot.
